Report released on Union Street bust

According the the report, Officer Todd Kasper of the Platteville Police Department was tipped off about a party on Union Street and headed there to look into the tip.
Kasper arrived at the scene, observed evidence of a party occuring at the address, and summoned help from other officers and deputies from the Platteville Police Department, UW-Platteville Campus Police, and the Grant County Sheriff’s Department Party Patrol.
The police made contact with one resident of the house, Carli Clicquennoi, 21, of Freeport, IL. Clicquennoi agreed to cooperate with the police in exchange for only receiving one citation. Police were then told by Clicquennoi that she was the only resident of the house present at the time.
As the police were trying to organize the attendees of the party, Gemal McGowan, 20, of Platteville, became unruly, trying to prevent police from entering the house and shouting obscenities at police officers and others.
After resisting detainment, McGowan was taken to the ground, handcuffed, and transported to the Platteville Police Department.
Also detained while organizing the attendees was Shane Kroening, who attempted to flee the party on foot. When ordered by Officer Nathan Auz to stop, Kroening continued running and was brought to the ground by Auz. Kroening then agreed to cooperate and provide a written statement to the police. Kroening was then transportated to the Platteville Police department.
The attendees at the party were organized into groups, processed and released. The first attendees released were those who were 21 years old and above with proper identification. They were asked to form a single file line, in which their ID’s were checked and they were then released.
After their ID’s were checked, underage persons with ID’s were allowed to leave and told when they could pick up their citations from the police department.
Those who did not have ID’s were verbally identified by Police, including one minor. When the minor without her ID came to the Platteville Police Department to pick up her citation, she was asked to call her parents, after which Kasper spoke to the minor’s father, who told police he wasn’t aware his daughter was in Platteville.
52 attendees were given citations. A full list of who was cited and for what, can be found in the police reports on page 2.
